Héctor Palacios, former director of the Social Sciences Center in Havana, was arrested during a crackdown against dissidents in 2003 and sentenced to a 25-year prison term. Named a prisoner of conscience by Amnesty International, he has been given a temporary permit to leave the island in order to receive medical treatment.

 

Gisela Delgado, wife of Héctor Palacios, is the leader of the largest group of independent libraries in Cuba, an innovative effort to challenge government control of information. Cuba's independent library movement has received the Democracy Prize issued by Sweden's Liberal Party.
